St.-Petersburg Fire Protection in the Epoch of Peter the Great

The development of Fire Protection in Russia is connected to a considerable degree with the name of Peter the Great. He realized perfectly well that one of the primary government's duties was the care of the Fire Service. His first decrees stimulated development of Fire Prevention measures.

In 1709 after the battle of Poltava Peter I got busy with a new capital construction. He and his government concentrated their attention on getting in order the city construction. The Fire Safety measures were defined by certain decrees.

City firefighting arrangements were carried out simultaneously in two directions: Fire Prevention and Fire Protection. Some elements of planning were introduced in city construction. The city was being built according to local plans along water mains. The transfer of some buildings, barracks, etc. to other places, pulling down wooden structures and private dwellings in fire dangerous places, especially in the vicinity of plants and factories were practized rather often. In 1712 the construction of wooden houses was forbidden.

As for the fire protection measures of capital character St.-Petersburg was ahead of other Russian cities: strict city planning, fire-proof construction, street lighting, stone roadways, fire pipes, good equipped regular Fire Service.

For the period of Peter the Great reign only two big fires happened in St.-Petersburg. The new capital played an outstanding role in the further history of Fire Prevention and Fire Protection in Russia.
